You can find out about the family history involving William here, but effectively he's not always been the nicest of characters. Back when Albert was thirteen, and William thirty, he returned from his home in India excaping a failed marriage to an Indian heiress as well as numerous debters pursuing him. Originally posted to Madras as an officer in the militaryat eighteen his charms soon won him positions of influence as he grew older and he spent more time squandering his money on gambling and women and enjoying the riches India had to offer. When he ran out of money he became engaged to an Indian heiress who, having fallen irreconcilably in love with him and longing to see England, married him when he was twenty-five and she nineteen, at first with her father's blessing. But when William's character became obvious her father refused to provide them with any more money, and in time he grew discontented with her and began affairs with other women. And when the money ran out completely William left her and fled to England where his younger brother, Albert's father, took him into his house.
However William, being the old fox he is, had an affair with Albert's mother which, when it was rumbled and William kicked out, left her so depressed that she eventually died. Her death in turn hit Albert's father hard, and he died of pneumonia the previous winter to game time now. William then re-appeared at the family home, scooped up the family's carefully-protected savings and assets, and took Albert back to London where he became his official guardian and patron.
It's up to you to decide how William enriched himself in between returning from India and moving to London, but as he now works in the government, I'd presume he gained his position as a result of old friends he made back in the military in India and probably borrowed a fair bit here and there, being pretty clued-in with money as it is. The details aren't too relevant. What is relevant however is that he has a wife floating around somewhere in India who may or may not come to find him, and who not many people in England know about, so he most likely would be looking for a new wife to make him richer or elevate him further within society...whatever you'd like! As it is he's currently 'training' Albert in the ways of being a young gentleman and who knows...He may end up as dissolute as his charming uncle!

Albert Ramsay Uncle - William is a very strict guardian when it comes to finding out how Albert is conducting himself and getting on with learning to be a gentleman of London society, and doesn't let any detail get past him of Albert's friendships or relationships. He'd really rather like Albert to marry soon and come into a little money of his own, and will probably carry on controlling and manipulating his nephew for as long as possible whilst making him feel he's actually helping him out..
